- Portugal?
- Spain - Fascist under Francisco Franco. Just finished with Spanish Civil War which Germany and Italy helped the Fascists to win.
- Sweden - Supplied iron ore to Germany. Served as escape route for Jews from Denmark.
- Switzerland - Financial haven for Germany.
- Turkey? - Germany's former ally from World War I, unprepared for war and stayed out until almost the end, when it joined the Allies. Churchill wanted to invade Cyprus to bring Turkey into the war.
North America
- United States - Stayed neutral until December 1941, but gave material assistance to the Allies before then. Joined Allies in 1941.
