Terrorism is the systematic use of violence in order to intimidate a group into meeting the attackers' demands.

The classical response to terrorism was to attack towns that supported the terrorists. A variation was to move the residents of the towns to areas where they could not help the terrorists. In recent years, with improved transportation and communications, this has become unfeasible, and the world has not really come up with a good way to deal with terrorists. Most tacticians agree that it is best not to negotiate with them, because negotiations encourage more acts of terror.
