Encyc:Coathanger

From Encyc

A coathanger article is one created apparently about one subject but intended to convey information about another one. For example, an article about a village may include information about someone who lives in that village, or an incident that occurred in the village.

If the alterntive subject is worth an article, an appropriate article should be created. If the coathanger device is a way to circumvent policies, such as BLP, it will be treated as a policy violation.
