Liberia
Liberia is a nation on Earth. As of 2011, it has one of the highest percentages of citizens living on $1.25 a day or less[1]
It was founded in the 1800's by freed slaves from the United States, and retains close relations with the United States to this day. It has a very liberal shipping policy, and many merchant ships are registered as Liberian vessels.
There was a civil war there in the 2000s.
