Special Category Resident

From Encyc
In 2012, Marco Rubio paid a visit with the Special Category Residents, while he visited the base.

Special Category Resident is the term United States's official used when Cubans working on the Guantanamo Bay Naval Base sought to leave Cuba, and live on the base permanently.

At the time Fidel Castro overthrew the Batista government over three thousand Cuban day-workers worked on the base. While tensions were very high between the new Castro government, and the United States, they both tacitly decided to let everyone then working on the base to continue to hold their job. The number of Cuban day workers shrunk, over the years, until, in 2010, just two elderly men made that daily commute.

CNN reported, in 2021, that 19 of these former Cuban workers lived on the base.[1]
