Shawn (Mickey) Stines is an American who worked in law enforcement, in Letcher County, Kentucky.[1]
Stines had been friends with Kevin Mullins, a Letcher County Judge, since they were teenagers.[1] He had served as a bailiff in Mullins court. Eventually he served as Sheriff for Letcher County.
In 2022 one of Stines deputies was accused of coercing a woman into engaging in sexual relations, when she could not pay for the tracking ankle-bracelet required for her to be under house-arrest.[2] Stines fired that deputy. The deputy was subsequently convicted. The GPS tracker in the ankle-bracelet is reported to have shown the deputy had sexual relations with the woman in Mullins's office. During the deputy's trial the woman testified that other highly placed officials were present, and participated in the sexual assault.
In September 2024 Mullins was shot, in his office.[2] Surviellance video has been released, showing that Stines had pulled a gun on Mullins. The Press reports that the video goes on to show Stines shoot Mullins. However, As of October 2025[update], Stines has been charged, but not yet tried.
Co-workers say Stines had not been himself, for approximately a week prior to the killing.[2] Video released by the press show law enforcement colleagues trying to talk to a very confused Stines, immediately after the shooting. He kept professing a need to speak with his daughter, a high school student. Officials would later assure the press that there had been no ties between Mullins and Stines's daughter.[3][4][5]

Mullins was killed in his chambers on 19 September, in plain view of a surveillance camera that showed him being shot by the county sheriff. The sheriff – Shawn “Mickey” Stines, 43 – was arrested and has pleaded not guilty to murder.

The videos come after Lila Stines, who is now 18 but was a minor when the shooting happened, and her mother also denied to investigators that she had any contact with former Letcher County Judge Kevin Mullins, according to grand jury transcripts.
