Community (Wales)
Communities are the lowest level of local government in Wales. Until 1974 they were civil parishes like in England.
Unlike England's civil parishes, communities cover all areas of Wales. There are no areas of Wales not part of a community. However not all communities have a council, as of 2026 about 13% do not have a council, particularly in urban areas of South Wales where governance can be handed by the county or county borough council. For example, most in the city of Newport don't have a council, and those that do are mostly in outlying rural areas.[1]
As of 2025 there are 878 communities.
Most community councils are styled as a "Community Council". It can also be a "Town Council" when it represents a town,[2] or in rare cases where it has city status, a "City Council".[3]
